Valerie Layne is the staff lead for the largest conservation banking program in the nation, located in the Fish and Wildlife Service’s Sacramento Fish and Wildlife Office. She sits on IRTs in the Sacramento and San Francisco Corps districts, and works closely with federal and state agency partners on review teams for joint conservation/mitigation banks. She is a member of the multi-agency team developing statewide banking policy and templates for use in the State of California. She is also an instructor for the Conseravation Banking Training Course, taught at the USFWS National Conservation Training Center in West Virginia.
