Todd Tugwell currently serves as a Special Projects Manager for the U.S. Army Corps of Engineers, Wilmington District. He is responsible for developing and implementing Division level policy with respect to all forms of compensatory mitigation in accordance with all regulations, policy and guidance, providing primary regulatory oversight to the state administered in-lieu fee program, and serving as the District representative on groups and task forces related to mitigation. Todd has been working with the Corps since 1997, with the exception of a three-year period between 2006 and 2009, when he worked for an environmental consulting firm.  Mr. Tugwell earned a B.A. degree with a major in anthropology from Pomona College, Claremont, CA, in 1992, and a Master of Forestry, Forest Resource Management, from North Carolina State University, Raleigh, NC in 1999.
