Bob Brumbaugh is Deputy Director of U.S. Army Corps of Engineers Institute for Water Resources (IWR) in Alexandria, VA. He has worked on compensatory mitigation policy and in mitigation banking arena since the early 1990s, when he managed the National Wetlands Mitigation Banking Study and helped prepare the Federal Mitigation Banking Guidance. He has a Doctorate from UCLA in Geography specializing in fluvial geomorphology, paleo-environmental analysis, and plant ecology. At IWR, other topics of interest have included coastal/shoreline management, watershed management, and drought management.
