Ms. Williams is a principal technical director for ARA specializing in software development projects. Ms. Williams has a diverse background ranging from systems engineering to environmental analysis to emergency evacuation. She has over 30 years of software development experience. She worked in varied application areas including computer-aided engineering, geographic information systems, biological/environmental science, and explosive effects. She developed software for governmental agencies, private businesses, and industrial applications. Ms. Williams specializes in project management, relational database design, and software design. She served on SEI CMMI SCAMPI Appraisal Teams. Ms. Williams is the project manager for the ARA RIBITS development team that works under the direction of the U.S. Army Corps of Engineers (USACE). RIBITS is the national Regulatory In-lieu Fee and Bank Information Tracking System, hosted by the USACE, supporting the U.S. Fish & Wildlife Service, NOAA Fisheries, EPA, state and local regulatory agencies, and the banking community. During the course of this project, Ms. Williams facilitated system requirements definition with multiple USACE Districts and other federal and state agencies including EPA, USFWS, and NMFS. She has assisted in delivering the RIBITS Training Workshop at many National Mitigation & Ecosystem Banking conferences over the past 13 years.
